第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會(hui)第一(yi)次會(hui)議,共收到提案表(biao)126份,經提案委員會(hui)專(zhuan)題會(hui)議審議后,歸類整理出(chu)64件(jian)提案、31個意見和建(jian)議、5個不立案議題。
具體情況(kuang)如(ru)下:(一(yi)(yi))對(dui)符(fu)(fu)合黨和國(guo)家政策法規,學(xue)校(xiao)(xiao)(xiao)有(you)條件(jian)辦理(li),又(you)確(que)實需要辦理(li)的(de)提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員(yuan)會將(jiang)80個(ge)(ge)議(yi)題(ti)整(zheng)理(li)合并為(wei)64個(ge)(ge)正(zheng)(zheng)式提(ti)(ti)案(an)(an)(an);(二)對(dui)一(yi)(yi)些不(bu)符(fu)(fu)合立案(an)(an)(an)要求但有(you)參(can)考價(jia)值(zhi)的(de)提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員(yuan)會將(jiang)41個(ge)(ge)議(yi)題(ti)匯總整(zheng)理(li)為(wei)31個(ge)(ge)意見和建(jian)議(yi),匯總后轉(zhuan)送有(you)關(guan)職(zhi)能部門,逐條向提(ti)(ti)案(an)(an)(an)人(ren)回(hui)復;(三(san)(san))對(dui)屬于個(ge)(ge)人(ren)問題(ti)提(ti)(ti)案(an)(an)(an)、或提(ti)(ti)出(chu)的(de)問題(ti)正(zheng)(zheng)確(que),但已經解決的(de)提(ti)(ti)案(an)(an)(an),以及(ji)一(yi)(yi)時(shi)沒(mei)有(you)條件(jian)解決的(de),可(ke)向提(ti)(ti)案(an)(an)(an)人(ren)做(zuo)出(chu)解釋的(de)提(ti)(ti)案(an)(an)(an),則(ze)(ze)不(bu)予立案(an)(an)(an)。(四(si))5個(ge)(ge)不(bu)立案(an)(an)(an)議(yi)題(ti):第(di)一(yi)(yi),關(guan)于為(wei)來(lai)深探望子女的(de)父母提(ti)(ti)供臨時(shi)住所的(de)建(jian)議(yi)。不(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):學(xue)校(xiao)(xiao)(xiao)西(xi)麗湖(hu)校(xiao)(xiao)(xiao)區(qu)(qu)設有(you)招待所,可(ke)以滿足(zu)需求;第(di)二,關(guan)于建(jian)議(yi)學(xue)校(xiao)(xiao)(xiao)為(wei)各(ge)二級學(xue)院單位(wei)配備急(ji)救箱(xiang)的(de)提(ti)(ti)案(an)(an)(an)。不(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):急(ji)救工作(zuo)涉及(ji)面(mian)廣,針對(dui)性(xing)強,需要有(you)資質的(de)醫護人(ren)員(yuan)正(zheng)(zheng)確(que)規范(fan)操作(zuo),建(jian)議(yi)將(jiang)突(tu)發情況(kuang)及(ji)時(shi)報告(gao)醫務室(shi)或校(xiao)(xiao)(xiao)外醫療機構處置;第(di)三(san)(san),關(guan)于清理(li)辦公室(shi)毀壞桌(zhuo)椅(yi)的(de)提(ti)(ti)案(an)(an)(an)。不(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):無明確(que)地(di)點(dian);第(di)四(si),關(guan)于修剪(jian)學(xue)校(xiao)(xiao)(xiao)內路(lu)邊(bian)的(de)樹枝的(de)提(ti)(ti)案(an)(an)(an)。不(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):屬于明喆物業綠化管理(li)日常工作(zuo);第(di)五,關(guan)于校(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)區(qu)(qu)標識,設計考慮建(jian)筑風水(shui)的(de)提(ti)(ti)案(an)(an)(an)。不(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):不(bu)符(fu)(fu)合一(yi)(yi)事一(yi)(yi)議(yi)原(yuan)(yuan)則(ze)(ze),其中一(yi)(yi)事提(ti)(ti)法亦不(bu)妥當。

二、提案受理情況
在落(luo)實(shi)提案辦(ban)理(li)的過程中,學(xue)校工會多次(ci)召開(kai)提案工作(zuo)委(wei)員(yuan)會會議,及時與有關的職能部(bu)門進行溝(gou)通,完(wan)成提案處理(li)落(luo)實(shi)工作(zuo)。
64件(jian)提案(an)涉及到(dao)教學(xue)、科研、學(xue)生、人事(shi)、行政教輔、生活服務及其(qi)(qi)它等(deng)7個方面(mian)。其(qi)(qi)中“(一)制作佩戴校(xiao)徽;(二)開設(she)“書院論壇”;(三)推(tui)進解決教職(zhi)工(gong)(gong)集資(zi)款;(四)進一步(bu)完善校(xiao)園無(wu)線網絡(luo)覆蓋;(五)新(xin)增校(xiao)區(qu)電瓶車、方便師生員工(gong)(gong)出行”等(deng)5件(jian)提案(an)確(que)定為2013年(nian)度學(xue)校(xiao)為教職(zhi)工(gong)(gong)辦(ban)理(li)的實(shi)事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)案(an)委員會是雙代(dai)會提(ti)案(an)落實的最基本的工作(zuo)(zuo)組織。本著“提(ti)醒(xing)重視,溝通交(jiao)流,推動進程(cheng)”的工作(zuo)(zuo)原則,對(dui)與多(duo)部門(men)相(xiang)關的提(ti)案(an),注重組織協調;對(dui)常規(gui)提(ti)案(an),逐一跟蹤檢查。一年來,在校(xiao)分管領導的指導、各部門(men)支持、以及全(quan)體(ti)委員和校(xiao)工會共同努力下(xia),較(jiao)好地(di)履行(xing)了(le)職(zhi)責,順利(li)地(di)完(wan)成了(le)工作(zuo)(zuo)任務。
1.做好(hao)提(ti)案(an)宣傳(chuan)工(gong)作,使廣大教(jiao)職(zhi)工(gong)和(he)雙代會代表加深對提(ti)案(an)價(jia)值的(de)認識(shi):即提(ti)案(an)是雙代會廣泛聯系群眾、集中群眾智慧、吸引教(jiao)職(zhi)工(gong)參與學校民(min)主(zhu)管理和(he)民(min)主(zhu)監督的(de)一個重要途徑。
2.保證提案調(diao)研時(shi)間。嚴格執行雙代會相關規定,督促(cu)代表樹立群眾意識,平時(shi)注意群眾反映,為(wei)提案準備信息資源,及時(shi)反映教(jiao)職(zhi)工的意見和(he)建議。
3.準(zhun)確把握提(ti)案(an)的(de)立(li)案(an)。凡是(shi)按(an)要求提(ti)交(jiao)的(de)提(ti)案(an)表,原則上都(dou)予以(yi)立(li)案(an)。對于沒有立(li)案(an)的(de)提(ti)案(an),即使(shi)是(shi)個案(an)或建議,本著實事求是(shi)的(de)態度認真對待(dai)和(he)處(chu)理。
4.不斷提高提案(an)辦(ban)理的(de)質量(liang)。一是規(gui)范(fan)提案(an)辦(ban)理的(de)程序(xu);二是加大督辦(ban)的(de)力度(du),跟蹤(zong)落實,確保能解決的(de)問題(ti)及時(shi)解決。一些因客觀原因一時(shi)做不到的(de),則做好解釋工作(zuo),真正做到案(an)案(an)有回(hui)音(yin),件(jian)件(jian)有交待(dai)。
5.推(tui)動承辦(ban)(ban)單位實施“一把手”工程,確保交出滿(man)意(yi)(yi)“答(da)卷”。在提(ti)(ti)案(an)辦(ban)(ban)理(li)過程中,絕大多數承辦(ban)(ban)單位一把手親自負責(ze),親自過問,從嚴要(yao)求、從快(kuai)辦(ban)(ban)理(li),表現(xian)出對學校事業高(gao)度負責(ze)的態度。人(ren)事處(chu)承辦(ban)(ban)提(ti)(ti)案(an)14件、意(yi)(yi)見和(he)建(jian)(jian)(jian)議(yi)5個;后勤基(ji)建(jian)(jian)(jian)處(chu)承辦(ban)(ban)提(ti)(ti)案(an)11件、意(yi)(yi)見和(he)建(jian)(jian)(jian)議(yi)12個。此(ci)類(lei)提(ti)(ti)案(an)大多是民生話題,直接關系到師生員工的切身(shen)利益。在接到提(ti)(ti)案(an)后,兩個部門負責(ze)人(ren)分(fen)別帶領有(you)關人(ren)員,認真(zhen)分(fen)析原因,限時辦(ban)(ban)理(li),并加(jia)強與提(ti)(ti)案(an)人(ren)溝通,爭取(qu)提(ti)(ti)案(an)人(ren)的理(li)解和(he)支持。
至2013年底,在(zai)各承(cheng)辦部門的(de)大力支持和配合下,已(yi)全部答復提案(an)人(ren)。承(cheng)諾為教職員工辦的(de)年度(du)5件實事中,書院(yuan)論壇開始(shi)運作;電瓶車新增(zeng)了3輛;校徽(hui)在(zai)進(jin)一步(bu)的(de)改進(jin);校園無線網絡在(zai)進(jin)一步(bu)的(de)完善;教職工集資款(kuan)這(zhe)一歷史遺留問(wen)題(ti)正在(zai)處理中,學校一如既往積(ji)極與(yu)上海思(si)博職業(ye)技術(shu)學院(yuan)聯系,責成(cheng)校內(nei)有關公(gong)司按公(gong)司法合法、合理、合情(qing)地予以解(jie)決(jue)。3月20日(ri),上海思(si)博職業(ye)技術(shu)學院(yuan)黨政主要領導帶(dai)隊來校尋求解(jie)決(jue)途徑(jing)。我們(men)將(jiang)繼(ji)續(xu)跟蹤推(tui)進(jin),確保(bao)教職工的(de)合法權益。
綜上所述(shu),上次會議64件提案中(zhong),不(bu)宜采用和難以落實(shi)(shi)的共10項,占(zhan)15.6%;其余(yu)54件,已經落實(shi)(shi)和正在(zai)落實(shi)(shi)的48件,占(zhan)75.0%;還有正在(zai)論證,經過努力(li)可(ke)以完成的6件,占(zhan)9.4%。
提案(an)委員(yuan)會(hui)向提案(an)人(ren)發出《提案(an)反(fan)(fan)饋(kui)意(yi)見(jian)(jian)評價表》,對職能部門承(cheng)辦的64個(ge)(ge)提案(an)給出“滿(man)意(yi)”、“不滿(man)意(yi)”、“無所(suo)謂”的評價意(yi)見(jian)(jian)。統(tong)計(ji)結果為:2個(ge)(ge)提案(an)被(bei)評“無所(suo)謂”,5個(ge)(ge)提案(an)被(bei)評“不滿(man)意(yi)”,57個(ge)(ge)提案(an)都被(bei)評為“滿(man)意(yi)”,提案(an)反(fan)(fan)饋(kui)意(yi)見(jian)(jian)的滿(man)意(yi)度為89.1%。
五、存在問題和今后的打算
提案工作與過去相比(bi)有進步,但仍然(ran)存在一些問(wen)題和不(bu)足(zu)。
1.個別提案承辦(ban)(ban)部門對所辦(ban)(ban)理(li)的提案重視程度不夠,辦(ban)(ban)理(li)過程拖拉,辦(ban)(ban)理(li)質量(liang)不高。
2.雙代會代表提(ti)案工(gong)作水平有待提(ti)高,特(te)別是提(ti)案撰寫比較集中民(min)生福利,而(er)對學(xue)校發展大局(ju)關注度不夠。
針對存在(zai)(zai)的(de)問題,我們提(ti)(ti)(ti)出改(gai)進工(gong)作的(de)措施:(1)加強與(yu)提(ti)(ti)(ti)案承辦部門(men)溝通,提(ti)(ti)(ti)升他(ta)們對提(ti)(ti)(ti)案落(luo)實工(gong)作重要性的(de)認識;(2)在(zai)(zai)可能的(de)條件下,對雙代(dai)會代(dai)表進行提(ti)(ti)(ti)案方面的(de)培訓學習,提(ti)(ti)(ti)高(gao)提(ti)(ti)(ti)案工(gong)作水平(ping)。
六、總結表彰
經工(gong)會委員會評選,2013年度4個“優秀提案”和2個“提案承辦先(xian)進單位”分別是:
第(di)(di)一,鄭永(yong)森(sen)、張臻(zhen)、蘇文(wen)(wen)(wen)代(dai)表(biao)(biao)(biao)提出(chu)的(de)“開設‘書院(yuan)講壇’,推進書院(yuan)制改革和文(wen)(wen)(wen)化(hua)育人工(gong)作(zuo)”;第(di)(di)二,麻小(xiao)紅、魯林華(hua)、施蓓、朱方來、鮑薇薇、邱浩、肖景文(wen)(wen)(wen)、王群、張雷代(dai)表(biao)(biao)(biao)提出(chu)的(de)“公布學(xue)校教師集資款運(yun)營狀態”;第(di)(di)三,郭剛、吳鋒(feng)、余菲、李放、尹向(xiang)東、陳(chen)燕代(dai)表(biao)(biao)(biao)提出(chu)的(de)“將無線(xian)網絡覆蓋整個校區”;第(di)(di)四,袁述義、楊燕云、文(wen)(wen)(wen)小(xiao)龍代(dai)表(biao)(biao)(biao)提出(chu)的(de)“制作(zuo)佩戴校徽”。
2013年(nian)度2個“提案承辦先進單位”分別是(shi)人事處(chu)、后(hou)勤基建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學(xue)校(xiao)(xiao)《教(jiao)職工(gong)代(dai)表(biao)大(da)會(hui)(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)(hui)的(de)有關(guan)規定,校(xiao)(xiao)工(gong)會(hui)(hui)(hui)于(yu)今(jin)年3月(yue)初(chu)向學(xue)校(xiao)(xiao)提(ti)(ti)交了“關(guan)于(yu)召開第(di)五屆教(jiao)代(dai)會(hui)(hui)(hui)暨第(di)六屆工(gong)代(dai)會(hui)(hui)(hui)第(di)二次會(hui)(hui)(hui)議的(de)請示”,并于(yu)3月(yue)14日得到(dao)校(xiao)(xiao)黨委批復(fu),啟(qi)動大(da)會(hui)(hui)(hui)的(de)籌備程序,給各分工(gong)會(hui)(hui)(hui)發出了向代(dai)表(biao)征集提(ti)(ti)案(an)的(de)通知。代(dai)表(biao)們圍(wei)繞學(xue)校(xiao)(xiao)發展、人(ren)事制度改革(ge)以及教(jiao)職工(gong)所關(guan)心的(de)問題,認(ren)真思考,深入調研,廣泛聽取意見,負責任(ren)地(di)提(ti)(ti)交每一(yi)個(ge)提(ti)(ti)案(an)。
截(jie)至3月25日(ri),本(ben)次雙代(dai)會(hui)共(gong)收到99份(fen)提(ti)(ti)案(an)表(見附件2)。分為(wei)教(jiao)學(xue)、科研(yan)、學(xue)生、人事、行政教(jiao)輔(fu)、生活服務及其它等方面。會(hui)后,提(ti)(ti)案(an)工作委(wei)員會(hui)將本(ben)著(zhu)務實革新(xin)精神,對代(dai)表們提(ti)(ti)出的提(ti)(ti)案(an)進行歸類(lei)整理,認真討論(lun)研(yan)究是否(fou)立(li)案(an),同時送校領導批示,提(ti)(ti)交(jiao)相關職(zhi)能部(bu)門落實辦理。
