第一部分 第一次會議提案工作情況
一、提案提交情況
2013年(nian)雙代會(hui)第一(yi)次會(hui)議(yi),共收到提案(an)(an)表126份,經提案(an)(an)委員會(hui)專(zhuan)題會(hui)議(yi)審(shen)議(yi)后,歸類整理出64件提案(an)(an)、31個意見和建議(yi)、5個不立案(an)(an)議(yi)題。
具體情(qing)況如下(xia):(一(yi)(yi)(yi))對符(fu)合(he)(he)黨和(he)國家(jia)政策法(fa)規,學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)有條件(jian)辦(ban)理(li),又確(que)實需(xu)要辦(ban)理(li)的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)(yuan)會將80個(ge)議(yi)(yi)題(ti)(ti)整(zheng)理(li)合(he)(he)并(bing)為(wei)(wei)64個(ge)正式(shi)提(ti)(ti)(ti)(ti)案(an)(an)(an);(二(er))對一(yi)(yi)(yi)些不(bu)符(fu)合(he)(he)立(li)(li)案(an)(an)(an)要求但有參考價值的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)(yuan)會將41個(ge)議(yi)(yi)題(ti)(ti)匯總整(zheng)理(li)為(wei)(wei)31個(ge)意見和(he)建(jian)(jian)議(yi)(yi),匯總后轉送有關(guan)職能部門,逐(zhu)條向提(ti)(ti)(ti)(ti)案(an)(an)(an)人(ren)回復;(三)對屬于個(ge)人(ren)問題(ti)(ti)提(ti)(ti)(ti)(ti)案(an)(an)(an)、或(huo)提(ti)(ti)(ti)(ti)出的(de)(de)(de)問題(ti)(ti)正確(que),但已(yi)經(jing)解決(jue)的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),以(yi)及(ji)一(yi)(yi)(yi)時(shi)沒有條件(jian)解決(jue)的(de)(de)(de),可向提(ti)(ti)(ti)(ti)案(an)(an)(an)人(ren)做(zuo)出解釋的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),則(ze)不(bu)予(yu)立(li)(li)案(an)(an)(an)。(四)5個(ge)不(bu)立(li)(li)案(an)(an)(an)議(yi)(yi)題(ti)(ti):第一(yi)(yi)(yi),關(guan)于為(wei)(wei)來(lai)深探望子女的(de)(de)(de)父母提(ti)(ti)(ti)(ti)供臨時(shi)住所(suo)的(de)(de)(de)建(jian)(jian)議(yi)(yi)。不(bu)立(li)(li)案(an)(an)(an)原(yuan)因(yin):學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)(xiao)區設(she)有招待所(suo),可以(yi)滿足需(xu)求;第二(er),關(guan)于建(jian)(jian)議(yi)(yi)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)為(wei)(wei)各二(er)級(ji)學(xue)(xue)院單位配(pei)備急(ji)救箱(xiang)的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)原(yuan)因(yin):急(ji)救工(gong)作涉(she)及(ji)面廣,針對性強(qiang),需(xu)要有資質的(de)(de)(de)醫護人(ren)員(yuan)(yuan)正確(que)規范(fan)操作,建(jian)(jian)議(yi)(yi)將突發情(qing)況及(ji)時(shi)報告醫務室或(huo)校(xiao)(xiao)(xiao)(xiao)外醫療機構處置;第三,關(guan)于清理(li)辦(ban)公室毀(hui)壞桌椅的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)原(yuan)因(yin):無明確(que)地點;第四,關(guan)于修剪學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)內路邊的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)原(yuan)因(yin):屬于明喆物業綠化(hua)管理(li)日常工(gong)作;第五(wu),關(guan)于校(xiao)(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)(xiao)區標識,設(she)計考慮建(jian)(jian)筑風水的(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)原(yuan)因(yin):不(bu)符(fu)合(he)(he)一(yi)(yi)(yi)事(shi)一(yi)(yi)(yi)議(yi)(yi)原(yuan)則(ze),其中一(yi)(yi)(yi)事(shi)提(ti)(ti)(ti)(ti)法(fa)亦不(bu)妥(tuo)當。

二、提案受理情況
在(zai)落(luo)實(shi)提(ti)(ti)案辦(ban)理的(de)過程(cheng)中,學校工(gong)會多次召開提(ti)(ti)案工(gong)作(zuo)委員會會議(yi),及時與有關的(de)職能部(bu)門進(jin)行(xing)溝通(tong),完成提(ti)(ti)案處理落(luo)實(shi)工(gong)作(zuo)。
64件提案涉及到教(jiao)學、科(ke)研、學生(sheng)、人事(shi)、行政教(jiao)輔、生(sheng)活服務(wu)及其(qi)它等7個方面(mian)。其(qi)中“(一)制(zhi)作(zuo)佩(pei)戴校(xiao)徽;(二)開設(she)“書院(yuan)論壇”;(三)推進解決教(jiao)職工集資款;(四)進一步完善校(xiao)園無線(xian)網絡覆(fu)蓋(gai);(五(wu))新增校(xiao)區電瓶(ping)車、方便師(shi)生(sheng)員工出行”等5件提案確定(ding)為(wei)2013年度學校(xiao)為(wei)教(jiao)職工辦理的實(shi)事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)(ti)案(an)委(wei)員(yuan)會(hui)是雙(shuang)代(dai)會(hui)提(ti)(ti)案(an)落實(shi)的(de)最基(ji)本(ben)的(de)工(gong)作組織。本(ben)著“提(ti)(ti)醒(xing)重(zhong)(zhong)視,溝通交流(liu),推動進程(cheng)”的(de)工(gong)作原則,對與多(duo)部門相關的(de)提(ti)(ti)案(an),注重(zhong)(zhong)組織協調;對常規提(ti)(ti)案(an),逐一跟蹤檢查。一年來,在校分管領導的(de)指導、各(ge)部門支持、以及全體委(wei)員(yuan)和校工(gong)會(hui)共同努力下,較(jiao)好地履行了職責,順利地完成了工(gong)作任務。
1.做好提案(an)宣傳工作,使廣大教職工和(he)雙(shuang)代會代表加深對提案(an)價值(zhi)的認識:即提案(an)是雙(shuang)代會廣泛聯系群眾、集中群眾智慧、吸引教職工參(can)與學校(xiao)民(min)主(zhu)管理和(he)民(min)主(zhu)監督(du)的一個重要(yao)途徑。
2.保(bao)證提案(an)調研(yan)時間。嚴格(ge)執行雙代會相關規定,督(du)促(cu)代表(biao)樹立群眾意識,平時注意群眾反映,為提案(an)準備信息資源(yuan),及時反映教(jiao)職工的意見(jian)和建議。
3.準確把握提案(an)的(de)立(li)案(an)。凡是按(an)要(yao)求(qiu)提交的(de)提案(an)表,原則上都予以立(li)案(an)。對于沒有立(li)案(an)的(de)提案(an),即使是個案(an)或(huo)建議(yi),本著(zhu)實事求(qiu)是的(de)態度認真對待(dai)和處理(li)。
4.不斷提高提案辦(ban)理的(de)質量。一是規(gui)范提案辦(ban)理的(de)程序;二是加大督辦(ban)的(de)力度,跟蹤落實(shi),確(que)保能解(jie)決的(de)問題及(ji)時解(jie)決。一些(xie)因客(ke)觀原(yuan)因一時做(zuo)不到(dao)的(de),則做(zuo)好解(jie)釋(shi)工作,真(zhen)正(zheng)做(zuo)到(dao)案案有回音(yin),件(jian)件(jian)有交待(dai)。
5.推(tui)動承(cheng)(cheng)辦單位實(shi)施“一把手”工程,確(que)保(bao)交出滿意(yi)(yi)“答卷”。在提(ti)案(an)(an)辦理(li)(li)過(guo)程中(zhong),絕大多(duo)數(shu)承(cheng)(cheng)辦單位一把手親自負(fu)責,親自過(guo)問,從嚴要求(qiu)、從快辦理(li)(li),表現出對學校事業高度(du)負(fu)責的(de)態度(du)。人(ren)(ren)事處承(cheng)(cheng)辦提(ti)案(an)(an)14件、意(yi)(yi)見(jian)(jian)和建(jian)議5個;后勤基(ji)建(jian)處承(cheng)(cheng)辦提(ti)案(an)(an)11件、意(yi)(yi)見(jian)(jian)和建(jian)議12個。此類提(ti)案(an)(an)大多(duo)是民生(sheng)(sheng)話題,直(zhi)接(jie)關系到師生(sheng)(sheng)員(yuan)工的(de)切身利(li)益。在接(jie)到提(ti)案(an)(an)后,兩個部門負(fu)責人(ren)(ren)分別帶領有關人(ren)(ren)員(yuan),認真分析原(yuan)因,限(xian)時辦理(li)(li),并加強與提(ti)案(an)(an)人(ren)(ren)溝通,爭取提(ti)案(an)(an)人(ren)(ren)的(de)理(li)(li)解和支持。
至2013年(nian)底,在(zai)各(ge)承(cheng)辦部門的(de)(de)大力支持和配合下,已全(quan)部答復提(ti)案人(ren)。承(cheng)諾為教(jiao)職(zhi)員工辦的(de)(de)年(nian)度5件實事中(zhong),書院(yuan)論壇開(kai)始(shi)運作;電瓶車(che)新增了3輛(liang);校(xiao)(xiao)徽在(zai)進(jin)(jin)(jin)一(yi)步(bu)的(de)(de)改進(jin)(jin)(jin);校(xiao)(xiao)園無線網絡在(zai)進(jin)(jin)(jin)一(yi)步(bu)的(de)(de)完善(shan);教(jiao)職(zhi)工集(ji)資款這(zhe)一(yi)歷(li)史遺留(liu)問(wen)題正在(zai)處理(li)中(zhong),學(xue)校(xiao)(xiao)一(yi)如既往積極與上海思博(bo)職(zhi)業技(ji)術學(xue)院(yuan)聯系,責成校(xiao)(xiao)內有關公司(si)按公司(si)法合法、合理(li)、合情(qing)地予以(yi)解決。3月20日,上海思博(bo)職(zhi)業技(ji)術學(xue)院(yuan)黨政(zheng)主要(yao)領導帶隊(dui)來(lai)校(xiao)(xiao)尋求解決途徑。我們將(jiang)繼續跟蹤推進(jin)(jin)(jin),確保教(jiao)職(zhi)工的(de)(de)合法權益(yi)。
綜上所(suo)述,上次會議64件提案中,不宜采(cai)用和難以(yi)落(luo)實(shi)的(de)(de)共10項(xiang),占15.6%;其余54件,已經(jing)落(luo)實(shi)和正在落(luo)實(shi)的(de)(de)48件,占75.0%;還有正在論證,經(jing)過努力可以(yi)完成的(de)(de)6件,占9.4%。
提(ti)(ti)案委員會向提(ti)(ti)案人發出《提(ti)(ti)案反饋意(yi)(yi)(yi)見(jian)評價表》,對(dui)職(zhi)能(neng)部門承辦的64個(ge)提(ti)(ti)案給出“滿(man)(man)意(yi)(yi)(yi)”、“不滿(man)(man)意(yi)(yi)(yi)”、“無所(suo)謂”的評價意(yi)(yi)(yi)見(jian)。統計結果為(wei):2個(ge)提(ti)(ti)案被(bei)評“無所(suo)謂”,5個(ge)提(ti)(ti)案被(bei)評“不滿(man)(man)意(yi)(yi)(yi)”,57個(ge)提(ti)(ti)案都被(bei)評為(wei)“滿(man)(man)意(yi)(yi)(yi)”,提(ti)(ti)案反饋意(yi)(yi)(yi)見(jian)的滿(man)(man)意(yi)(yi)(yi)度(du)為(wei)89.1%。
五、存在問題和今后的打算
提案工作與過去相(xiang)比有(you)進步(bu),但(dan)仍(reng)然(ran)存在一些問題和不(bu)足。
1.個別提案承辦(ban)部門對(dui)所辦(ban)理(li)的提案重(zhong)視程度不(bu)夠,辦(ban)理(li)過程拖拉(la),辦(ban)理(li)質量(liang)不(bu)高。
2.雙代(dai)會代(dai)表(biao)提(ti)案工作(zuo)水平有待提(ti)高,特別(bie)是提(ti)案撰寫(xie)比較集中民生福利,而對(dui)學校(xiao)發展(zhan)大局關(guan)注(zhu)度不夠。
針對存(cun)在的(de)問題(ti),我(wo)們提(ti)(ti)(ti)出(chu)改(gai)進(jin)(jin)工(gong)作(zuo)(zuo)(zuo)的(de)措施:(1)加強與提(ti)(ti)(ti)案(an)(an)承辦部門溝通,提(ti)(ti)(ti)升他(ta)們對提(ti)(ti)(ti)案(an)(an)落實(shi)工(gong)作(zuo)(zuo)(zuo)重要性(xing)的(de)認(ren)識(shi);(2)在可能(neng)的(de)條件下(xia),對雙代會代表(biao)進(jin)(jin)行提(ti)(ti)(ti)案(an)(an)方面的(de)培訓學習(xi),提(ti)(ti)(ti)高提(ti)(ti)(ti)案(an)(an)工(gong)作(zuo)(zuo)(zuo)水平。
六、總結表彰
經工會(hui)委員會(hui)評選,2013年度4個“優秀(xiu)提(ti)案(an)”和(he)2個“提(ti)案(an)承辦先進單位”分(fen)別(bie)是:
第(di)(di)一,鄭永森、張(zhang)臻、蘇文(wen)(wen)(wen)(wen)代表(biao)提(ti)出(chu)的(de)“開設(she)‘書院講壇’,推進書院制改革和文(wen)(wen)(wen)(wen)化(hua)育(yu)人工作(zuo)”;第(di)(di)二,麻小紅、魯林華、施蓓、朱方來、鮑薇薇、邱(qiu)浩、肖景文(wen)(wen)(wen)(wen)、王群、張(zhang)雷(lei)代表(biao)提(ti)出(chu)的(de)“公布學校教師(shi)集資款(kuan)運營狀態”;第(di)(di)三,郭(guo)剛(gang)、吳鋒、余菲(fei)、李放、尹(yin)向東(dong)、陳燕代表(biao)提(ti)出(chu)的(de)“將無線網絡(luo)覆(fu)蓋整個校區”;第(di)(di)四,袁(yuan)述義、楊(yang)燕云、文(wen)(wen)(wen)(wen)小龍(long)代表(biao)提(ti)出(chu)的(de)“制作(zuo)佩戴校徽”。
2013年度(du)2個“提案承辦先進單位”分別是(shi)人(ren)事處(chu)、后勤基建(jian)處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學校《教職工代(dai)(dai)表大(da)會(hui)(hui)工作細(xi)則》和(he)工會(hui)(hui)的(de)(de)有關規定,校工會(hui)(hui)于(yu)(yu)今年3月(yue)初向學校提交(jiao)(jiao)了“關于(yu)(yu)召開第五屆教代(dai)(dai)會(hui)(hui)暨第六(liu)屆工代(dai)(dai)會(hui)(hui)第二次會(hui)(hui)議的(de)(de)請示(shi)”,并(bing)于(yu)(yu)3月(yue)14日得(de)到校黨委(wei)批復,啟動(dong)大(da)會(hui)(hui)的(de)(de)籌備程序,給各分工會(hui)(hui)發(fa)(fa)出了向代(dai)(dai)表征集提案的(de)(de)通知。代(dai)(dai)表們(men)圍繞學校發(fa)(fa)展、人事制度改革(ge)以(yi)及教職工所關心的(de)(de)問題,認(ren)真思(si)考,深(shen)入調研,廣(guang)泛聽取意見(jian),負責任地提交(jiao)(jiao)每一個提案。
截至3月25日,本(ben)次雙代(dai)會共收到(dao)99份提(ti)案表(見附件2)。分為教學(xue)、科研、學(xue)生、人事、行(xing)政教輔、生活服務及其它等方面。會后,提(ti)案工作委員(yuan)會將(jiang)本(ben)著務實革(ge)新精神(shen),對代(dai)表們提(ti)出的提(ti)案進(jin)行(xing)歸類整理,認真討論研究是(shi)否立(li)案,同時送校(xiao)領導批示,提(ti)交相(xiang)關職(zhi)能(neng)部門(men)落實辦理。
