我校召開內部控制體系運行培訓會議

11月21日下午,我校(xiao)(xiao)(xiao)(xiao)在留仙洞(dong)校(xiao)(xiao)(xiao)(xiao)區圖書館報(bao)告廳(ting)召開內部控制體系運行培訓會(hui)(hui)。校(xiao)(xiao)(xiao)(xiao)領導、中層干部、(人(ren)事、財(cai)務、設備(bei)、基建(jian)工作(zuo))教(jiao)授委(wei)員(yuan)會(hui)(hui)、各單位內控關(guan)鍵(jian)崗位人(ren)員(yuan)等近500人(ren)參加了會(hui)(hui)議。學(xue)校(xiao)(xiao)(xiao)(xiao)黨委(wei)書記陳(chen)秋明出(chu)席會(hui)(hui)議并講話,學(xue)校(xiao)(xiao)(xiao)(xiao)內控工作(zuo)領導小組(zu)常務副組(zu)長、副校(xiao)(xiao)(xiao)(xiao)長馬曉明主持(chi)會(hui)(hui)議。

會上,陳秋明對內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)建(jian)(jian)設(she)工(gong)作(zuo)提(ti)出五(wu)(wu)點要(yao)(yao)求:一(yi)(yi)要(yao)(yao)高度重(zhong)視內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)體系(xi)建(jian)(jian)設(she),內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)體系(xi)建(jian)(jian)設(she)是(shi)(shi)我校(xiao)世(shi)界一(yi)(yi)流職業院校(xiao)建(jian)(jian)設(she)的(de)(de)重(zhong)要(yao)(yao)內(nei)(nei)(nei)(nei)容(rong),完善的(de)(de)內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)體系(xi)是(shi)(shi)我校(xiao)實現世(shi)界一(yi)(yi)流任(ren)務的(de)(de)基礎保(bao)障(zhang);二要(yao)(yao)高度重(zhong)視巡視工(gong)作(zuo)提(ti)出的(de)(de)意見(jian),針(zhen)對經濟活(huo)動(dong)、財務支出、內(nei)(nei)(nei)(nei)部管(guan)理(li)等(deng)方面提(ti)出的(de)(de)意見(jian)逐(zhu)一(yi)(yi)整改,通(tong)過巡視工(gong)作(zuo)促進內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)建(jian)(jian)設(she)更合規、更完善;三(san)要(yao)(yao)加強(qiang)內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)的(de)(de)培(pei)訓與(yu)宣傳,內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)小組后(hou)續應積(ji)極組織全(quan)校(xiao)性的(de)(de)培(pei)訓,確保(bao)內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)制度真正落地;四要(yao)(yao)切(qie)實解決(jue)內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)運行中出現的(de)(de)問題,對應內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)建(jian)(jian)設(she)梳理(li)中發現的(de)(de)缺(que)陷清單和改進建(jian)(jian)議,各(ge)部門(men)要(yao)(yao)集思(si)(si)廣(guang)益,積(ji)極思(si)(si)考整改方案并組織實施;五(wu)(wu)要(yao)(yao)加強(qiang)各(ge)部門(men)之間的(de)(de)協同與(yu)配(pei)合,內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)建(jian)(jian)設(she)不是(shi)(shi)財務一(yi)(yi)家的(de)(de)任(ren)務,全(quan)校(xiao)各(ge)部門(men)都是(shi)(shi)內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)建(jian)(jian)設(she)的(de)(de)主(zhu)體,內(nei)(nei)(nei)(nei)控(kong)(kong)(kong)(kong)(kong)(kong)建(jian)(jian)設(she)工(gong)作(zuo)是(shi)(shi)“一(yi)(yi)把(ba)手(shou)”和“全(quan)員參與(yu)”的(de)(de)系(xi)統(tong)(tong)工(gong)程,需要(yao)(yao)全(quan)校(xiao)上下統(tong)(tong)一(yi)(yi)思(si)(si)想、群策群力、協同實施。

馬曉明介紹了學(xue)校內(nei)(nei)控(kong)體(ti)(ti)系(xi)建(jian)設(she)的(de)政策(ce)背景、重(zhong)要意義和(he)近年來我(wo)校內(nei)(nei)控(kong)建(jian)設(she)基本情(qing)況等(deng)。他(ta)指(zhi)出,我(wo)校作(zuo)為第一批(pi)國(guo)家(jia)級示范性高職院校,雖然(ran)從(cong)建(jian)校以來就不斷加強(qiang)內(nei)(nei)控(kong)建(jian)設(she),規(gui)章制(zhi)度(du)較健(jian)(jian)全(quan),管(guan)理體(ti)(ti)系(xi)較完(wan)善,但(dan)相對近年來國(guo)家(jia)提出的(de)更為專(zhuan)業化、系(xi)統化的(de)行(xing)政事業單位(wei)內(nei)(nei)部控(kong)制(zhi)要求,學(xue)校還面臨著更高的(de)要求。學(xue)校通過(guo)推(tui)行(xing)內(nei)(nei)控(kong)建(jian)設(she),實施內(nei)(nei)控(kong)規(gui)范,有利(li)于(yu)推(tui)進內(nei)(nei)部管(guan)理規(gui)范化、科(ke)學(xue)化、信(xin)(xin)息(xi)化,有利(li)于(yu)推(tui)動單位(wei)財務(wu)信(xin)(xin)息(xi)與業務(wu)信(xin)(xin)息(xi)互通互聯,有利(li)于(yu)建(jian)立健(jian)(jian)全(quan)權力運行(xing)的(de)制(zhi)約和(he)監督機制(zhi)。

隨后(hou),深圳市迪博企業風險管理技術(shu)有(you)限公(gong)司(si)政府業務部(南區)總監(jian)李(li)秀(xiu)茂針對我(wo)校具(ju)體(ti)(ti)情況(kuang)作了(le)內(nei)部控(kong)制(zhi)專題培訓。她回顧了(le)我(wo)校內(nei)部控(kong)制(zhi)體(ti)(ti)系建(jian)設具(ju)體(ti)(ti)實施步驟,詳細介紹(shao)了(le)我(wo)校內(nei)控(kong)建(jian)設項目的(de)形成(cheng)成(cheng)果(guo)以及如何使用,指出了(le)待改進方向,提出了(le)后(hou)續維護(hu)的(de)建(jian)議,勾畫(hua)了(le)內(nei)控(kong)建(jian)設愿景(jing)。

前(qian)深圳市交通運輸委員會(hui)副巡(xun)視員孫遠(yuan)忱作(zuo)了(le)(le)內控建(jian)設(she)專題講座。他分(fen)析(xi)了(le)(le)單位內部控制的原理(li),分(fen)享了(le)(le)深圳市交委先(xian)進的內控實(shi)(shi)踐(jian)經驗(yan),通過生動(dong)的現(xian)實(shi)(shi)案例闡述了(le)(le)采用預算、標準、程(cheng)序(xu)、審批、歸口、單據等六種模式對收(shou)支、采購(gou)、合同、資產等六大業務實(shi)(shi)施穿透式控制的現(xian)實(shi)(shi)意義,為(wei)我校內控建(jian)設(she)提供了(le)(le)寶(bao)貴(gui)的借鑒。

此次培訓會(hui)議將內控理念、內控體(ti)系(xi)運(yun)(yun)行(xing)和內控總體(ti)要求傳(chuan)達到了學校各個部門(men),增強了全校風(feng)控意識,為我(wo)校內控體(ti)系(xi)運(yun)(yun)行(xing)落地(di)營造了良好的氛圍。
